Sets with nested sets and images inside them do not allow you to set the order of both sets and images to Custom. If you have both image and set order set to Custom, you won't be able to rearrange sets.

Sets can have a mixture of nested sets and images inside them. Sets and images cannot be mixed in order. The nested sets will come before the images.
